Starting January 2026, every construction site, factory, and industrial project in Ethiopia operating under international funding or exporting to Europe, the Middle East, or the USA will be required to prove that key personnel have completed German-standard occupational safety training. This is not a suggestion — it is written into the new Labour Proclamation amendments and the 2025–2030 National Occupational Safety & Health Policy.

What are ISSA Prevention and BG BAU Standards?
- ISSA Prevention – International Section of the International Social Security Association (headquartered in Geneva) sets the highest global benchmarks for preventing accidents at work, especially falls from height, machine safety, and chemical handling.
- BG BAU – The German employers’ liability insurance association for construction and construction-related industries. Their training saved 87 % of fatal accidents in Germany over the last 20 years.
These are not “nice-to-have” certificates — they are the gold standard accepted by GIZ, World Bank, EU-funded projects, Chinese contractors, and Middle Eastern employers.
Three Real Accidents in Ethiopia That Would Have Been Prevented
- 2024 Addis Ababa scaffolding collapse (17 workers injured) No risk assessment, no personal fall arrest systems, no training. German-standard training requires mandatory “Working at Height Level 3” — exactly what was missing.
- 2023 Awash industrial crane incident (2 fatalities) Operators had only 2-day local certificates. BG BAU crane safety module requires 5 days + practical examination — this accident would have failed the very first checklist.
