The Ministry of Labour allows maximum 8,500 ETB total fee. Most agencies charge 50,000–120,000 ETB and threaten “if you don’t pay, we cancel your visa”.

The worker signs with a small unknown agency, not the real employer. When problems arise, the employer says: “We don’t know you – talk to your agent.” Agent has already closed office.
